  17. <p>     The amount is insignificant even by Third World standards, let
  18. alone Washington's. The purpose, to buy artificial limbs for
  19. disabled war veterans, is unexceptionable. Only one thing made
  20. the donation noteworthy: the recipient. The $1 million happens
  21. to be the first U.S. aid extended to Vietnam since the fall of
  22. Saigon in 1975.

  24. <p>     Earlier in April, the two countries agreed to open a
  25. temporary office in Hanoi to investigate what happened to
  26. American military personnel unaccounted for since the war; the
  27. $1 million is intended in part to speed up that effort.
  28. Assistant Secretary of State Richard Solomon cautioned that the
  29. office "will have no diplomatic or political responsibilities
  30. and should not be seen as a first step" toward normalization of
  31. relations. Maybe not, but the two countries are at least talking
  32. again.

  34. <p>     Solomon also met with Vietnam's United Nations
  35. representative in New York City three weeks ago to draw a "road
  36. map" for progress toward resumption of trade--now forbidden
  37. by the Trading with the Enemy Act--and diplomatic relations.
  38. But Washington continues to emphasize that both depend on
  39. Vietnamese cooperation, not just in tracking down the missing
  40. Americans but also in negotiating a political settlement in
  41. Cambodia.
